It can be also defined as the opposite of continuity or stability test. In a nutshell, when you are doing continuity test, current flows from on point to another. On the other hand, during hipot testing, current will not flow from one point to another. During hipot testing, two isolated conductors are used, and the voltage will always be high between the patch conductors. Once they are well isolated, safety is guaranteed and also proves that the electrical circuits are of good quality. Along with that, always follow the instructions provided by the manufacturer (many of them also provide telephone support), as they reduce the chances of receiving electrical shock. During hipot testing, installation of one side of the supply is done on the earth ground. The other side connects to the conductor which is hipoted. This is also called spring testing.
